If there is no Product Owner, a new member will be able to choose from any roles the first time he joins the project, even if the &quot;Disable role changes&quot; option is enabled.</description>

The Product Owner can&#039;t assign roles to somebody. You&#039;ll have to make sure everyone take the role they are supposed to be. 

One way to enforce that is to disable the option allowing anyone to change their role, you can do that in the project menu (as a Scrum Master only). Click on the &quot;Project: &lt;your project name&gt;&quot; link on the top of the screen after you have opened/created your project, then expand the &quot;Members management&quot; panel and click on &quot;Disable role changes&quot;.

When this option is disabled, if someone tries to join the project, he will only have the choice between &quot;Team member&quot; and &quot;Stakeholder&quot;. Then he won&#039;t be able to change his role.
